Personality:

Fuuka is a very sweet and deeply caring person, who despite appearing very quiet and timid at first glance, proves herself to be both resilient and strong. Acting as the PEACEKEEPER in the group, she is often the most grounded member of SEES, supporting others in any way that she can. However, because she usually doesn't try to make waves or go against the flow of things, she can be seen as a pushover—even though this is far from the truth.

The party (and player) learn about Fuuka through one of her classmates. The victim of constant bullying, our first impression of her suggests that she is a quiet wallflower, someone who is unable to speak up for herself and is seen as weak-willed. That notion is quickly thrown out the window, after she survives being trapped inside Tartarus for several days—a feat that the other SEES members couldn't possibly match at this point in the game. This RESILIENCE of mind and body is a trait that we see constantly reinforced throughout the game, both in her abilities as a Persona user, as well as in her desire to be seen as someone independent of others' expectations—most notably the expectations of her parents.

Coming from a family of doctors, Fuuka carries something of an INFERIORITY COMPLEX, fostered by and reinforced by her parents. Neither her mother or her father are doctors themselves, and they project a lot of their insecurities on Fuuka. She laments that her parents only focus on her studies and don't care about anything else, and that often translates into other parts of her life. She doesn't think much of herself, and it takes being a part of SEES and finding her place before she finally starts to gain some confidence. Being able to strike out on her own helps her grow leaps and bounds, allowing her to act on that desire to be independent and pursue what interests her most.

Along with this, Fuuka is the type of person who will practically throw herself headfirst into something that she is interested and engaged in—even if she isn't very good at it. RESOLUTE to the point of being headstrong, when she finds something that she wants to get better with, she will do everything in her power to learn more, taking her pursuit of learning to a somewhat unhealthy degree. For example, when learning how to be a better cook, she would research recipes and make long lists of each individual ingredient and measurements to ensure that she was doing things correctly. She doesn't always pick up on things right away, but she refuses to give up once she has set her mind to something. If it is within her power, then she will find a way to make it happen.

At her core, she wants to help people and be useful, going through great pains to look out for others around her. Quite often she is picked on and bullied for her quiet and somewhat skittish exterior, but she is the first person to see past seemingly hurtful words to try to see the good in others. Fuuka truly is a KIND-HEARTED soul, quick to forgive others and act in their best interests. It doesn't always make sense why she does the things she does, and there are those who believe that her behavior is extremely duplicitous, but this is the sort of person she is. With so few friends, she truly cherishes the ones that she has—whether they think the same of her or not.

Abilities & Skills:

Fuuka, like the other members of SEES, is able to summon a Persona—Lucia, and later Juno. Despite this, she is a non-combatant, her Persona allowing her to offer tactical support in and out of combat. By "seeing" through her Persona's eyes, she is able to sense the location of Shadows, find other Persona users within a wide radius (as long as no one else is interfering with her sight), and communicate with her fellow teammates telepathically over large distances. She is also able to sense the locations of people who have been pulled into Tartarus, but the party has to be on the same floor that they are on.

Fuuka can also offer tactical insights to her teammates, as well as offer some healing from a distance.

Reason: Besides aesthetic reasons, there is a lot of mythological reasoning behind this choice. Mermaids are said to have a number of different powers, including future sight and telepathy—both of which are either very similar to her her Persona abilities, or the mythology behind her Persona (specifically Lucia). Not to mention that the portion that Fuuka stands in makes it look like she's submerged.
